How do I log in my computer as an administrator and what purpose does a video decoder serve on my computer?

Computer keeps closing down why I try to access my photos and the Ffv icon appears. I've since discovered that this is the ffdshow video decoder but I need to be signed in as an administrator to change any settings. Cheers.
