Is there something wrong with Borderlands' leveling?

I recently got Borderlands: GOTY Edition. I started a new character and when I got to level 11, I started noticing how unusually hard the game was. When i got to this one boss in my mission, I noticed that all of the enemies, including the boss, were level 15, while I was only level 13. Is this normal?
