Why is the U.S. donating money to places like Japan when we could be "repaying" them?

They "donate" to us when there are disasters. It's a completely separate issue. There are items that can be taken out of the budget, but this is just general humanity. And most of the money donated is from private sources anyway. It is in our best interest to make sure their reactors do not melt down as well.
