Can Bill collectors legally do that?

So my family fell into some debt issues a few years back and have since been climbing out of debt. Our home phone got disconnected but we have been paying back our debts. Debt collectors and telemarketers are starting to call our neighbors and leaving messages for us with them. It's annoying our neighbors and us. We are making payments, and I don't think they should be bothering people that aren't involved in the situation. Are they even technically allowed to do that? If not, who do we report that to?
