There is no hot water coming out of my hot water cylinder but cylinder is hot?

I have disconnected the cold pipe going into cylinder, it is flowing well. I have disconnected the pipe coming out of cylinder (hot) it is not flowing. How can this be. The external temp gauge shows 85 celsius. What is going on and how to fix?
